Bot interaction: channel command to open DM to instigating user

On receiving an initial command, open a DM to the instigating user with a brief summary of any available interactions. May need to update Discord app / bot permissions to allow it to read channels for commands and open / read DMs.

• Add watched channels to configuration settings
• Initial DM response: basic "pong" message indicating that the bot is awaiting further instructions
