Convert HTTPS webhook to use Discord API

Merged Adam "MrBond" Ziegler requested to merge become-as-bot into main

Significant rewrite and reorganization:

  • replaces one-off webhook call with discord.js library
  • expansion of message parsers, formatters, inputs, and outputs
  • removes reliance on webpack to import a JS module for initial config
