Upgrade to Angular v16

Merged Adam "MrBond" Ziegler requested to merge angular-v16 into 1.8.x

Upgrades from Angular v14 to v16. Also:

  • Replace ng2-cookies with ngx-cookie-service
  • Replace @angular-redux/store with @angular-redux2/store
  • Unpin Redux from 4.0.1
